You can't walk into a Kinkos, give them a USB stick containing a jpeg file, and say, "Please print that at a resolution of 400 dpi."
They'll um and ah for about half an hour, making you late for work, ask lots of questions along the lines of, "But how big do you want it? Is it A4?", explain to you that a jpeg is a bitmap and thus has no fixed size and then ignore your reply of, "I know that, that's why I'm asking you to just print it at 400 dpi."
But they can't do it.
At least, they can't on a Tuesday morning. They had no problem doing it with the same file last Friday lunchtime.
It's a strange world we live in sometimes.
